Exclusive: ArcelorMittal in talks to merge U.S. assets with Cleveland-Cliffs

It would come after Cleveland-Cliffs acquired AK Steel, a U.S. maker of flat-rolled carbon steels, including stainless steel, for $3 billion, including debt, last March.
